PW Maintenance Worker Senior Lead (Streets)

Positions in this class plan, assign, prioritize, secure equipment and supplies for, and coordinate all facets of the work, including safety plans and procedures for daily and short-term projects. The successful candidate will also help shape our team by mentoring and developing PW Maintenance Workers and regularly evaluating and communicating the progress and performance of those reporting to them on a regular or project basis. The Senior Lead plays a critical role in the Streets Divisions management of workplans and provides valuable input for decision making.
In addition, each position in this classification serves as a highly skilled and respected expert within his or her assigned utility specialty. This responsibility includes performing the more difficult tasks and assessments of problems; drafting preliminary new or modified standard operating procedures; drafting, implementing and evaluating daily traffic and safety plans; and assisting his/her manager with developing long-term division plans and scheduling needs.

- Prepares short term plans, secures equipment and supplies for, and coordinates and instructs personnel in work related to one of the following division's work areas:
1) Roads [such as patching, filling potholes, grading, grinding, paving, sweeping, and controlling snow and ice on roadways];
2) Water mains and wells [such as tapping equipment to install valves, lateral water lines, blowoffs, hydrants and meters, cleaning and flushing transmission system, testing and chlorinating water, evaluating system pressure and installing or repairing water mains, fire hydrants and pumps];
3) Sewers [cleaning and greasing generators, installing or repairing sewer lines and pumps; calibrating gas detectors, maintaining lift stations and monitoring flow meters]; and
4) Storm water facilities [cleaning ditches, inspecting sanitary sewer lines, manholes and sewer drain fields, installing and repairing catch basins, storm drains and manholes, extending pipes in flood plains, treating water to remove sediments and oil and controlling weeds in key areas]. - Secures all needed equipment and supplies to perform work each day.
- On a continuing basis, evaluates development and performance of assigned workers and confers with division manager regularly to keep them apprised of the quality, quantity, safety and co-worker communication of assigned staff.
- Drafts and ensures proper implementation of traffic plans and safety and oversees the fabrication and installation of required directional and traffic signs.
Sees that all relevant Standard Operating Procedures are provided to workers for the day's work. - Provides training and mentoring to less experienced and less skilled workers in the operation of all departmental equipment including backhoes, street sweepers, vac-alls, boom cranes, front-end loader, ditch witches, power lawn mowers, slope mowers, patch masters, grades, rollers and/or dump trucks.
- Sees that each worker learns to perform any operation within the capacity of a given machine given the work that needs to be accomplished.
- Oversees the safe loading and transporting of equipment to work site using tractor and trailer as required.
- Actively participates in the hiring process for all divisions and develops and administers working tests for assigned division specialty. Participates in selection deliberations and development of recommendations to the department head.
- Prepares and maintains accurate records and reports of activities, work orders, parts used, labor hours, safety issues and related concerns.
- Performs carpentry and cement work as required.
- Sees that work is performed in accordance with Departmental and WISHA standards.
- Assures routine equipment maintenance and minor field repair such as lubrication, fluid level checks and belt replacements.
- Performs the general functions of the division manager or assistant manager in his/her absence.
- Responds to public inquiries in a courteous manner and refers those with questions to and employee with a higher classification as appropriate.
- Assures the proper handling and/or application of hazardous materials in accordance with State regulations.
- Maintains knowledge of applicable standard specifications and assures compliance to these standards.
Any combination of education and experience that would provide the applicant with the desired skills, knowledge and ability required to perform the job will be considered.
LICENSES AND CERTIFICATION
- Valid Washington State Driver's License endorsed for CDL Class A or ability to obtain within six months with a driving record free of serious or frequent violations. Must have a driving record free of serious or frequent violations.
- Valid CPR certification or ability to obtain within six months;
- Valid Flagger certification or ability to obtain within six months.
- Water Works Manager Class II Certification.
For roads specialty:
- Asphalt laydown and concrete placement
- ICS 100, 200, and 700 FEMA certifications
- Snow, wind, ice, and other emergency operation situations
- Extensive customer service related experience
- A Fall Protection certification.
- A Water Distribution Manager certification.
- State Pesticide/Herbicide license.
Passing a background check and comprehensive physical exam are required prior to hire.
- Thorough knowledge of construction, repair, testing and maintenance methods and techniques related to specialty area of assigned division (roads and street signs, water transmission and production, storm water and sewer systems).
- Thorough knowledge of procedures and practices associated with safely operating equipment such as backhoes, front end loaders, street sweepers, truck and mowers.
- Thorough knowledge of procedures and practices associated the design and implementation of traffic routing and safety plans.
- Thorough knowledge procedures and practices associated with underground utility locating methods and techniques.
- Thorough knowledge of proper safety standards and precautions related to the work of the assigned divisions.
- Thorough knowledge of departmental standard operating procedures.
- Knowledge of the principles and practices of supervision.
- Knowledge of Word, Excel, Outlook and the Windows environment.
- Basic knowledge of budget and long term planning methods and informational requirements.
- Basic knowledge of the practices and procedures used to perform a wide variety of work in all of the divisions of the PWO Department. This includes basic knowledge in such areas as electricity, telemetry, hydraulics and mechanics.
- Substantial skill in the operation of the equipment utilized in assigned division and some skill in the work of all PWO divisions.
- Ability to follow written and oral instructions and to communicate effectively, both orally and in writing.
- Ability to plan, organize, coordinate work, materials and staffing for assigned maintenance, repair and special project work.
- Ability to assign, mentor and evaluate the work of assigned "subordinates."
- Ability and willingness to respond to emergencies on a 24-hour basis.
- Ability to establish and maintain effecting working relationships with other employees, agencies, and the general public.
