REPORTING SCHEDULE : 12 months/year, 10 hours/day, 4 days/week.

Positions at the Utility Worker I Water level may perform some of these duties and responsibilities in a learning capacity.
  • Water Services & Repairs

    • Install, renew, and disconnect water services.
    • Repair service leaks, mains, laterals, valves, fittings, and hydrants.
    • Read, replace, repair, and rebuild water meters.
    • Turn on/off main line valves, hydrants, and fire service lines.
    • Install tanker meters and exercise valves/hydrants.
  • Excavation & Utilities Maintenance

    • Perform hydro-jetting excavation and safely work around underground utilities.
    • Conduct confined space entry as required.
    • Install shoring in ditches and repair/replace damaged pipes.
  • Concrete & Asphalt Work

    • Remove concrete, set forms, pour, and finish concrete for curbs, gutters, sidewalks, hydrants, and meter boxes.
    • Perform temporary asphalt repairs and spray emulsion.
  • Equipment Operation & Maintenance

    • Operate technical, hydraulic, pneumatic, or motorized equipment to maintain utility systems.
    • Use various vehicles (e.g., dump trucks, backhoes, loaders) and maintain them.
    • Assist with storm drain cleaning and maintenance.
  • Technical Tasks

    • Read and interpret technical manuals, schematics, layouts, and blueprints.
    • Mark existing water utilities using underground service locators.
    • Prepare maps, record measurements, and input data into computer systems.
  • Welding, Fabrication & Painting

    • Perform welding, pipefitting, and fabrication for pipelines.
    • Paint piping, structures, and equipment.
  • Safety & Traffic Control

    • Observe safety protocols for trenching, confined spaces, and power equipment.
    • Set up traffic control equipment and direct traffic during construction.
  • General Maintenance & Landscaping

    • Perform landscaping duties at pump and reservoir sites.
    • Install and repair fences, gates, and other structures.
  • Reporting & Communication

    • Prepare written and oral reports related to activities and incidents.
    • Assist other divisions or departments as needed.
  • Compliance

    • Adhere to City and mandated safety regulations and protocols.
    • Performs other duties as assigned.
    Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education:
    • Utility Worker I/II Water: Equivalent to completion of the twelfth (12th) grade.
    Experience:
    • Utility Worker I- Water: One (1) year of experience performing construction and/or maintenance work with a public agency, utility district, or similar organization.
    • Utility Worker II - Water: Three (3) years of increasingly responsible experience performing construction and/or maintenance work with a public agency, utility district, or similar organization.
    Licenses and Certifications:
    • Utility Worker I - Water: Possession of a valid California Drivers License, to be maintained throughout employment.
    • Utility Worker I - Water: Possession of, or successful acquisition within 12 months of employment, a valid California Class A or B Drivers License, to be maintained throughout employment.
    • Utility Worker I - Water: Possession of a valid Grade I (D-1) Water Distribution Operator Certificate issued by the California State Water Resources Control Board, to be maintained throughout employment.
    • Utility Worker II - Water: Possession of a valid California Class A or B Drivers License, to be maintained throughout employment.
    • Utility Worker II - Water: Possession of a valid Grade II (D-2) Water Distribution Operator Certificate issued by the California State Water Resources Control Board, to be maintained throughout employment.

    Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movement in the performance of daily duties; possible entry into confined spaces and the use of confined entry equipment, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, which may include working on live electrical wires. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff. Employees must wear and use the proper Personal Protective Equipment (PPE).

    WORK ENVIRONMENT

    Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

    Examination Process :
    A competitive review of applicants' experience and qualifications will be conducted. Based on that evaluation, a limited number of applicants whose qualifications best meet the current needs of the City of Upland will be invited to participate in the next step of the examination process. The examination will include a practical examination and a qualifications appraisal interview. Qualified candidates will be provided with more details prior to the start of the examination process.
