The City of Hanford is currently recruiting to fill a vacancy in the Utilities & Engineering Department, in the Utilities Division. Candidates may apply for either the entry-level position of Utilities Maintenance Worker I or the more experienced role of Utilities Maintenance Worker II, depending on their qualifications and experience. This position is to perform a variety of work in the maintenance of the City's water production and distribution systems; to assist with providing, maintaining, and repairing the City's potable water services; and to provide utilities maintenance support to an assigned supervisor.

Utilities Maintenance Worker I : This is the entry-level class in the Utilities Maintenance Worker series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Utilities Maintenance Worker I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Utilities Maintenance Worker II: This is the journey level class in the Utilities Maintenance Worker series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Utilities Maintenance Worker in that the latter is responsible for providing technical and functional supervisor of assigned staff and performing the most complex utilities maintenance work. EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

Perform preventative maintenance on equipment, machinery and control systems related to wells and other water sources for imported water transmission mains, pumping stations and storage facilities.

Monitor water supply and pressure with telemetry (SCADA) equipment; adjust pumps and valves to maintain proper zone pressure.

Repair and maintain structures for wells and booster stations; take meter readings, and perform well soundings and hydrant tests.

Monitor and maintain chlorine levels; inject chlorine at well sites as needed.

Take water samples and assist water quality staff as necessary.

Handle complaints and answer questions from the public; respond to water quality complaints and perform water quality duties if required.

Issue citations for water violations; collect money for payment of fines; shut off and restore water service.

May participate in roadway and/or concrete patching in the repair of underground pipes and equipment as necessary.

Perform routine maintenance work in the care of tools and supplies.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Foster an environment that embraces diversity, integrity, trust, and respect.

Be an integral team player, which involves flexibility, cooperation, and communication.

Perform related duties as assigned.MINIMUM QUALIFICATIONS

Utilities Maintenance Worker I

Knowledge of:

Functions, characteristics, and proper care and use of tools, equipment and materials used in basic water supply systems and/or storm drainage pump stations and related facilities.

Techniques for reading and recording of meters and related instruments.

Safe work practices.

Ability to:

Perform semi-skilled preventative maintenance activities related to area of assignment.

On a continuous basis, know and understand maintenance activities and observe safety rules. Intermittently, analyze problem equipment; identify safety hazards; locate equipment; interpret work orders; remember how to operate equipment; and explain jobs to other employees.

Intermittently, sit while driving a piece of equipment; stand and walk while performing maintenance activities; bend and twist to adjust equipment; kneel and squat to review work; climb up on to heavy equipment to test or inspect systems; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.

Safely and efficiently use tools related to area of assignment.

Learn to operate a variety of maintenance equipment, including hand and power tools.

Learn water sampling techniques.

Learn techniques and procedures for monitoring and regulating the potable water supply.

Perform heavy manual labor.

Maintain daily records and logs.

Use sound judgment in recognizing scope of authority.

Operate and use modern office equipment including computers and applicable software.

Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.

Utilize appropriate safety procedures and practices for assigned duties.

Communicate effectively orally and in writing.

Relate effectively with people of varied academic, cultural, and socio-economic backgrounds using tact, diplomacy, and courtesy.

Establish and maintain effective, cooperative and collaborative working relationships with others.

Experience and Education

Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:

Some experience working on pumps, machinery, electrical wiring or related equipment is desirable.

Education:

Equivalent to the completion of the twelfth grade.

License and Certificate

Possession, or ability to obtain, an appropriate, valid California Class B driver's license with tanker and air brake endorsements within six months of appointment.

Possession of, or ability to obtain, a Grade 1 Water Treatment Operator certificate (T1) or appropriate license as determined by the State Water Resource Control Board within 18 months of appointment.

Possession of, or ability to obtain, a Grade 2 Water Distribution Operator certificate (D2) or appropriate license as determined by the State Water Resource Control Board within 24 months of appointment.

Utilities Maintenance Worker II

In addition to the qualifications for the Utilities Maintenance Worker I:

Knowledge of:

Practices and techniques of preventative maintenance and repair of water distribution system.

Function, characteristics and operating principles of equipment and machinery related to the City's storm drainage pump stations and water supply system.

Pertinent codes, ordinances, policies, regulations and standards related to the maintenance of storm drainage pump stations and potable water supply systems.

Ability to:

Operate motorized equipment such as tractors and trucks.

Operate specialized job-related equipment, including pneumatic tools.

Read and understand schematic diagrams and manuals.

Perform confined space entry.

Experience and Education

Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:

Two years of responsible experience similar to Utilities Maintenance Worker I with the City of Hanford.

Education:

Equivalent to the completion of the twelfth grade.

License and Certificate

Possession of, or ability to obtain, a valid California Class C driver's license.

Possession of, or ability to obtain, a valid California Class B driver's license with tanker and air brake endorsements within six months of appointment.

Possession of a Grade 1 Water Treatment Operator certificate (T1) or appropriate license as determined by the State Water Resource Control Board.

Possession of a Grade 2 Water Distribution Operator certificate (D2) or appropriate license as determined by the State Water Resource Control Board.

The application screening will involve a competitive evaluation of relevant education, training, and work experience, followed by a written examination and/or an interview before an Oral Board to identify the most qualified candidates. Meeting the minimum qualifications does not guarantee applicants an interview, and the screening committee's decision is final . Candidates deemed eligible for appointment to the position will be placed on the Citys Certified Eligibility List. Applicants will receive written notification regarding the results of all phases of the recruitment process leading up to the establishment of the Eligibility List, if applicable.
