Senior Utilities Maintenance Mechanic- Water Production

This is skilled mechanical work in the maintenance and repair of mechanical and electrical equipment and machinery at the municipal water/wastewater plants and pumping stations or on other municipal facilities. Incumbent works under general supervision using independent judgment as to method of repair after receiving instructions. Employee is also required to perform basic electrical troubleshooting and/or repair. Inspects and tests equipment and machinery to determine operating condition and necessary repairs. Determines materials and equipment required for repair/maintenance and makes necessary repairs.
Troubleshoots and repairs complex mechanical systems.
Disassembles and completely rebuild pumps, gearboxes, mixers, small engines, and other equipment.
Performs preventative maintenance at appropriate intervals.
Threads, cuts, and fits pipe. Performs welding, burning, and fabrication operations as required.
Purchases needed supplies and repair parts as approved by supervisor. Prepares log/records of maintenance performed and supply inventory used.
Directs work of other Utility Maintenance Mechanics as assigned by supervision. Trains other Utility Maintenance Mechanics as required.
Performs related work as required.

KNOWLEDGE, ABILITIES, AND SKILLS:
  • Knowledge of methods and techniques used in the installation, repair, and maintenance of a wide variety of mechanical equipment and machinery.
  • Knowledge of safety hazards involved and applicable precautions.
  • Ability to make inspections to determine operating conditions and needed repairs.
  • Ability to work from blueprints, pencil sketches and to follow written and oral instructions.
  • Ability to give directions and instructions to others. Ability to weld and use oxy/acetylene torch.
  • Ability to inspect, troubleshoot, diagnose and repair problems within complex mechanical systems.
  • Skill in the use of mechanic's tools, lifting equipment (hoists, booms, cranes) and rigging, and shop equipment.
High school graduate or equivalent diploma is required plus three years journeyman level experience in mechanical equipment repair and maintenance is required. A combination of education and experience may be considered. Possession of a valid Florida Operators or CDL license with an acceptable driving record, depending on assignment.

Ability to troubleshoot and perform basic electrical repairs is required. Depending on assignment and if approved by State governing agency, must possess or obtain one or a combination of the following certifications within 2 years of hire: C Water Distribution Technician, C Wastewater Collection Technician certification, C Water or Wastewater Operators Certification from the State of Florida, or Florida Water Pollution Control Operators Association (FWPCOA) Utilities Maintenance Mechanic Level III and Level II Certifications.

This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the Citys current Drugs and Alcohol policy.

During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee's department Head will make the determination as to who will be required to work.

PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Requires lift up to 75 pounds with assistance, and/or up to 50 pounds of force constantly to move objects. Must have sufficient physical strength and ability to perform heavy manual labor work occasionally under adverse weather conditions to initiate repairs on an as-needed basis . Additional physical abilities required:

  • Speaking: Expressing or exchanging ideas by means of the spoken English word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely. Ability to communicate verbally both in person and over the phone.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have visual acuity to operate motor vehicles, include close vision, distant vision, color vision, depth perception, and the ability to adjust focus.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. Including ability to walk on uneven terrain and work in unimproved areas under construction during utility installations and maintenance tasks, including ability to enter confined spaces such as well pits, tanks, and valve pits, frequently.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Must be able to climb 20-foot ladder to reach various roofs to perform repairs as needed. Must be able to climb 100-foot access ladder to reach overhead storage tanks, depending on assignment. Body agility is emphasized. Enter confined spaces for internal repairs. Ability to enter confined spaces such as well pits, tanks, and valve pits, frequently to perform assigned duties.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand. Must be able to use hand and power tools (these tools are, but are not limited to: table saw, planer, radial arm saw, band saw, drill press, air compressor, etc.)
  • and safety equipment required for performance of assigned duties.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Must be able to drive a city vehicle to various places to get materials and/or deliver constructed items on a daily basis. Ability to operate special equipment such as dump truck or boom truck frequently.
