Major Duties and Responsibilities Operational Management Duties - 70%
The duties are accomplished through the management and supervision of approximately 116 FTE, including: (1) Program Assistant GS-6, (1) Hospital Housekeeping Assistant GS-7, (6) Housekeeping Aide Supervisor WS-2, (5) Housekeeping Aide Leaders WL-2, (1) Housekeeping Aide WG-5, (2) Housekeeping Aide WG-3 and (100) Housekeeping Aids WG-2, in their daily completion of sanitation duties.
The incumbent is responsible for assisting the Housekeeping Officer in the planning, direction and management of a total program designed to provide a sanitary environment appropriate to the Ann Arbor Medical Center, Research, Nursing Home, and Community Based Outpatient Clinic buildings.
This program consists of environmental sanitation, linen distribution and collection, pest control, patient effects, and clothing (receipt, storage, and release), bacteriologic monitoring, employee uniform service, and an ongoing quality monitoring and improvement activity.
The incumbent is responsible for supporting the integration of this program with clinical and administrative goals. Because of the high activity level of this affiliated, tertiary care hospital and the concentration of disease-producing organisms in the Medical Center, the effectiveness with which the total mission of the sanitation program is performed has a major impact on the well-being of patients, visitors, and employees. Coordination of the program requires extensive interaction and consultation with all levels of clinical and administrative staff to ensure timely and effective services are performed as needed to meet medical center goals.
The incumbent helps formulate the environmental management-operating plan in consultation with the Housekeeping Officer. In the absence of the Housekeeping Officer, he/she is the medical center's advisor on problems connected with providing a suitable health care facility sanitation environment in accordance with Joint Commission on Accreditation of Healthcare Organizations, and Occupational Safety and Health Administration standards and, as such, develops and recommends to management and clinical staff those methods, techniques, and procedures which will accomplish program objectives.
The quality of the sanitation service provided directly affects the total mission of providing care to the veteran patient population and staff. In accomplishing the integration of the medical center environmental program with the total mission of the Medical Center, the Assistant Housekeeping Officer, is responsible for and supports functions as dictated by the National Environmental Programs Office:
o Formulation and recommendation of policy, procedures and cleaning guidelines covering broad areas of the sanitary medical center environment.
o Establishment and monitoring of standards for sanitation quality; for work quantity; for frequency of operations; and directly or through subordinate work supervisors, for individual work performance.
o Establishment of quality assurance indicators to provide the means of evaluating the sanitation program, to include monitoring and formal inspections of all covered areas daily.
o Provision of staff assistance and guidance to management on the most appropriate actions to take in environmental sanitation activities to affect controls over possible cross infection or spread of disease within the medical center environment.
o Management of employee uniforms purchased, issued, stored, repaired, and salvaged for patient clothing.
o Management of an effective Pest Control Program within guidelines established by the VA, the Environmental Protection Agency, and Michigan Pesticide Office. A safe, yet effective program is developed and maintained with a formalized program of areas requiring recurring treatment. Treatment methods are broken down by product, equipment, time, and quantity. o Responsible for the receipt, storage, and release of patient clothing, effects, and valuables and for the administration of the Patient Assistance Program.
This program is coordinated with patient care services.
o Incumbent is responsible for conducting tests and experiments including bacteriological monitoring and testing of supplies and equipment.
o He / She is responsible for helping the Housekeeping Officer for monitoring contract services such as drapery cleaning, window washing, waste management, and environmental maintenance contract services for the Medical Center and the Outpatient Clinics. Administrative

- Experience in laundry and linen management.

- Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
- Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

Administrative Duties - 30%
The duties are accomplished through the attendance of various committees such as Infection Control, Environment of Care, Clinical Impacts, and Emergency Management. He/she will be called on to give advice or set policy through these committees on all matters regarding proper sanitation.
Incumbent will also be responsible for site visits to ensure all Community Based Clinical are being cleaned to expected healthcare standards and will give direction relying on their expertise. Researches and/or analyzes problems, issues, or program requirements. Provides analysis and advice on complex program issues to the Housekeeping Officer. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from many varied sources, some of which are difficult to access.
Devises new analytical techniques to evaluate findings. Makes authoritative recommendations. Plans and/or accomplishes special projects. Manages special projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs.
Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for high-level management. This may involve producing complex analyses and written reports; organizing special committees, workshops, or other gatherings; initiating program reviews, developing, or fostering cross-agency activities. Performs work related to developing and monitoring quality programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes.
Develops quality programs, plans, procedures, and methodology. Overall goal is to meet organizational objectives, customer needs, enhancing teamwork and improving the overall performance. Works with senior managers to assure their input to quality related projects. Serves as internal consultant to management on specific quality improvement and organizational development projects such as aligning organizational processes and reinforcing new practices.
Consultant function includes training managers and supervisors, researching analytic techniques and searching for relevant literature.
