The City of Bend Water Services Department is actively recruiting for one (1) full-time Collection Systems Utility Worker Lead position. This position is hourly, non-exempt (overtime eligible) and are represented by the City of Bend Employee Association (COBEA).

Summary
Under the direction of a Utility Supervisor, this class performs lead worker duties in a variety of systems maintenance or administrative tasks related to the City's wastewater collection system. This includes inspection and technical evaluation, maintenance and operation of the wastewater collection system, lift stations and storm water infrastructure, and the provision of evaluation and data gathering services such as flow monitoring, smoke testing, and inflow and infiltration analysis.

Distinguishing Characteristics:
This class distinguishes itself from Collection System Utility Worker I and II classes as this position requires advanced skills and a high level of experience enabling the ability to perform complex functions and duties in a responsible manner in the absence of supervision. This position acts as a lead providing guidance and direction, assigning daily work, training and instructing lower level staff and may serve in a supervisory capacity in the absence of the Utility Supervisor.

Supervision Exercised & Received:
This position has no supervisory responsibilities; however, will schedule work and staff assignments providing direction and monitoring of work and training activities to subordinate staff. This class works with minimal direction from a supervisor and assignments are provided by defining objectives, priorities and deadlines. The employee plans and carries out successive steps and resolves problems and deviations in accordance with instructions, policies, and accepted practices. Essential Functions, Duties and Responsibilities:

Performs activities of sewer, and stormwater data collection and asset condition which may include: closed circuit TV inspections and condition assessment, smoke testing, flow monitoring, root control, drill hole inspection, and other programs as directed.

Serve as a lead to staff; schedules work and staff assignments providing direction and monitoring of work and training activities; disseminates work orders to subordinate staff.

Acts as a liaison for supervisor by providing project status updates and providing input regarding production staffing and work group needs or concerns.

May be delegated to act as a liaison for the supervisor coordinating with contractors or other Public Works or Utility sections providing data and information as needed for successful completion of work or projects.

Resolves problems related to maintenance and operation of complex collection and stormwater systems. Confers with others; applies experience, common knowledge, analytical techniques and troubleshooting processes.

Monitors and inspects completed work for compliance with applicable federal, state, and local laws, ordinances, standards, and regulations.

Prepares and maintains a variety of records and logs related to maintenance, inspection, repair, and monitoring activities.

Complies with safety requirements of the position and actively promotes safe work practices; safely operates a variety of vehicles and equipment.

Responds to inquiries and public information requests; investigates and resolves problems; provides customer service and resolves more complex field issues.

Performs other related duties as directed such as maintaining project schedules for staff and internal customers, maintaining and monitoring material and supply inventories, ensuring regulatory compliance with DEQ, EPA and COB Standards & Specs, purchasing equipment, materials and supplies, and providing both internal and external customer service related to the Collection Systems work group.

Participates in the development of division operation, safety and specific program policies procedures and training, data collection systems, budget and/or other related operational items.

May assist the supervisor in the development, administration, and monitoring of the division budget, including allocating resources and recommending expenditures and contracted services. Participates in the purchasing of new equipment and/or materials; including evaluating existing equipment; researching and writing specifications for new equipment purchases and services, and monitoring inventory of existing materials.

Responds to system maintenance and or service calls outside scheduled work hours while on call or in the event of an emergency.

In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

Performs other duties as required. Knowledge and Skills:
Knowledge of:
  • Wastewater collection design principles and practices including lift station operation and maintenance
  • Storm water design principles and practices;
  • Pipeline Assessment Certification Program (PACP) sewer grading system;
  • Stormwater and wastewater collection system components;
  • Project organization;

  • Repair and maintenance of associated equipment
  • Underground utility location techniques and methods;
  • Tools and equipment of the trade;

Education, Experience, Certifications and Licenses Required:
  • High school diploma, GED or other equivalent level of education
  • PACP certification
  • At least 8 years of full-time work experience in a water and/or wastewater utility worker role including 5 years utilizing CCTV and other related equipment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licensing Requirements:
  • Must possess and have the ability to maintain a valid Oregon Class A commercial driver's license with tanker endorsement
  • Oregon Wastewater Collections Level 3 certification
  • Oregon Flagger Certification
