Responsible skilled position at the journeyman level in connection with the maintenance and repair of City-owned buildings and equipment. Requires specialized knowledge and skill in performing electrical, mechanical, plumbing, HVAC, and other building trades work at the journeyman level. During occasions of local emergencies, this position shall be required to perform emergency tasks which may result in extended work hours as well as extended periods of time away from family members. Required to carry a cell phone on and off duty.

  • Assists the Facilities Supervisor in the development and implementation of appropriate preventative maintenance programs for all facilities and equipment throughout the City.
  • Performs skilled and specialized tasks in the construction, renovation, modification, installation, and repair of buildings and equipment.
  • Performs skilled electrician work consisting of installing and repairing electrical wiring, fixtures, motors, transformers, controls, and switches.
  • Maintains electrical components in buildings; installs new electrical circuits including bending conduit, fishing wires in walls, and splicing into existing circuits.
  • Inspects and performs the maintenance of electrical components in buildings.
  • Ensures, through coordination with the Building Department, that all electrical wiring and fixtures meet National Electrical Code.
  • Assists Facilities Supervisor in establishing specifications for equipment, obtaining bids, and proposals, when necessary, and providing recommendations on equipment needs.
  • Installs and repairs toilets, sinks, showers, water and waste lines, and related items utilizing PVC, metal, and copper pipe ensuring that the proper pipe size for water volume and flow is used.
  • Ensures, through coordination with the Building Department, that all plumbing work complies with the appropriate plumbing codes.
  • Inspects and maintains air conditioning units and related items; servicing of chiller plants and split AC system, servicing or replacing pumps and motors; servicing and maintaining variable air volume (VAVs) units, servicing and maintaining variable frequency drives (VFDs), installs/replaces fans; cleans coils; checks for leaks; makes recommendations to Facilities Supervisor on replacement versus repair decisions.
  • Assist to ensures, through daily review and diagnosis, that all HVAC systems are performing efficiently, through the utilization of an advanced HVAC controls system and site inspections.
  • Assist with inspections and coordinates necessary maintenance of facilities solar power systems.
  • Completes a monthly building interior/exterior Facility Inspection Log.
  • Assists with recreational special events and seasonal activities such as installing and removing Christmas decorations throughout the City.
  • Performs checks on all building related contractors.
  • Ensures that all mechanical equipment complies with Florida Mechanical Codes.
  • Demonstrates thorough knowledge of all departmental/divisional policies and procedures and the City's Personnel Policies and Procedures.
  • Strives to maximize effective communications between assigned personnel, other employees throughout the City, and the general public.
  • Performs other job related duties as assigned or needed.

Additional Responsibilities:
  • Participates when necessary, in maintenance of streets, sidewalks, storm water facilities, and Parks and Grounds.
  • Sets up Recreation Center, Council Chambers, Community Building Parkview Room, and other City facilities to accommodate special meetings and seating requirements.
  • Assists with City special events and seasonal activities such as setting up and working during City events and installing and removing Christmas decorations throughout the City.
  • Attends workshops and training courses.


Required Skills/Abilities:
Graduation from an accredited high school or possession of an acceptable equivalency diploma required. Minimum five (5) years experience in the various trade areas specified or other specific vocational preparation. Working knowledge of the practices, procedures, and activities of the various trade areas specified for this position. Ability to use independent judgment in routine and non-routine situations which may occur. Basic computer and technology skills to effectively generate and track service requests or work orders to manage an efficient public works operation. Ability to estimate time, materials, and supplies required to complete various repair and/or maintenance activities. Ability to perform mathematical calculations that may be required to complete repair or maintenance projects. Ability to complete all work assignments in an efficient and timely manner. Ability to perform the required duties and responsibilities in inclement weather conditions. Ability to work alone. Ability to establish and maintain effective working relationships with other employees and management as necessitated by the work. Ability to trouble-shoot and solve technical problems with electrical, plumbing, HVAC system utilizing associated technology based controls.

Licenses, Certifications or Registrations:
Possession of a valid Florida Class B, CDL Driver's License, or the ability to obtain within one year of employment. Possession of a journeyman level certification (or equivalent) in one or more building trades (electrical, mechanical, plumbing, or HVAC).

Physical Requirements:
Ability to communicate clearly and concisely, both orally and in writing. Ability to operate various types of equipment utilized in the Public Works Department. Perform physical tasks while walking, standing, kneeling, bending, stooping, lifting, and reaching. Heavy (fifty (50) pounds or over) lifting and carrying required for extended periods of time, including under varying and inclement weather conditions. May be required to work in excess of forty hours per week.

Working Conditions:
Works inside and outside in varying and inclement weather conditions for extended periods of time with noise, dust, fumes, grease, oil, electrical energy, heat, and cold conditions. Works on slippery and uneven surfaces. Works in transportation right-of-way areas with moving objects or vehicles. Works at heights of up to thirty (30) to forty (40) feet. Ability to proficiently operate the various types of tools, testing, and installation equipment required for this position such as leak detectors, volt meters, hand tools, drills, electronic digital thermometer, welders, etc. Works in and around moving objects, equipment, motors, etc.
