Required Qualifications: As per Civil Service Standards and Specifications. Must have taken and passed the specific job related Civil Service exam and be reachable on the appropriate Civil Service list. The Civil Service list for this position might provide insufficient acceptors, therefore, a (NY HELPS) non competitive appointment may be made. To be considered for a (NY HELPS) non competitive appointment candidate must have two years of satisfactory full-time experience in the custodial care or cleaning of buildings, offices, or institutional residences of which one year of the experience must have been at a supervisory level. Must be able to move heavy objects (examples: trash bags, bags of salt and ice, floor machines and shoveling snow.) Applicant's must have the ability to stand, stoop, bend, and stretch for long periods of time and be able to communicate verbally for the purpose of exchanging information. The candidate must understand and follow verbal and written instructions in English. Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. Preferred Qualifications: Ability to supervise and train assigned subordinate personnel. Experience supervising, excellent written and verbal communications, strong computer skills (Microsoft Office: Word and Excel, and Google Mail/Apps)

Brief Description of Duties: Directs Janitors and Cleaners as assigned in the cleaning of the various Main Campus Residential Buildings and grounds to maintain and improve appearance and ensure the general safety, health and comfort of the students, faculty, and staff. Ensures that all resources required to support the cleaning needs are provided for (including materials, equipment, and personnel) in order to complete the assigned work in the most economical, efficient, and timely manner possible with minimal inconvenience to the campus community. Excellent written and verbal communications.

  • Oversee all assigned buildings, supervising the staff to adhere to cleaning standards and cleaning procures within their assigned buildings. Routinely reports maintenance deficiencies within their assigned buildings.
  • Supervision of assigned staff, provides verbal and written reports as they relate to hiring, training, employee performance evaluation, personnel policy, verbal and written counseling's as it relates to certain kinds of behaviors and for time and attendance abuse.
  • Plan a continual work schedule in the cleaning and care of the buildings assigned. Complete weekly time sheets for employees. Inform and instruct staff of agency policies and directives in meeting and in memoranda.
  • Inspects buildings and assigned areas for compliance with cleaning programs utilizing custodial software. Investigates complaints of unsatisfactory cleaning performance and tasks corrective action to avoid repetition and resolve problems. Enters work orders for any maintenance deficiencies found in their buildings.
  • Provides verbal and written instructions to staff for special requested services that vary from routine operations and ensures that staff has necessary supplies and equipment to perform tasks.
  • Prepares and supervised periodic reports such as work activity, cost reports, attendance records, and manpower utilization and advice management staff of the status of custodial operations in a timely manner.
  • Supervises the arrangement, set-up, and breakdown of premises for special events, such as but not limited to Student activities, admitted student's day, conferences and commencement.
  • Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes: This is a full-time position, 40 hours per week, Monday through Friday, 7:00 a.m. to 3:30 p.m. FLSA Nonexempt position, eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously. Mandatory rehire roster candidates have preference. SG 11 Hiring Rate $47,695. This position includes location pay of $4,000 per year.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Seniority for promotion is the length of service in the Operational Services Bargaining Unit. Seniority applies to vacant non-competitive class positions in salary grades higher than the applicants grade. Applicants must meet the posted qualifications/job requirements, legitimate operating needs of the department and have the ability to perform duties and responsibilities satisfactorily.

At time of submission, candidates must include all relevant work experience and training/education information. Submissions failing to do so, will not be considered.

Upon conditional offer, the State Classified Appointments Unit will ask for proof of relevant experience or training/education.

Time and attendance, past evaluations, disciplinary history and the ability to perform the physical and supervisory aspects of this position will be considered as part of the selection process.
