The City is seeking a skilled and motivated Public Works Maintenance Worker III (Crew Leader) to join our team. This vital role provides on-site leadership and supervision for a crew responsible for the installation, construction, maintenance, and repair of the City's water and wastewater systems, storm drains, and street infrastructure. As a Crew Leader, you will ensure work is completed safely, efficiently, and to the highest standards, while also operating equipment and performing hands-on tasks alongside your crew.

This class is distinguished by the level of full lead responsibilities for a crew of employees in lower-related classifications. Incumbents do all of the duties set forth in the lower-level classifications in the series and is expected to exercise considerable initiative and independent judgment to ensure the safety of the crew and the general public, as well as the effective and efficient utilization of all equipment, materials, supplies, and personnel assigned for each work project.
Employees in this class are required to use and ensure the use of appropriate safety equipment as well as to follow and ensure the following of safety procedures at the job site. This class is distinguished from other crewmembers by having lead responsibilities, including providing performance information of the other crewmembers to the FUS Supervisor. This class is distinguished from the FUS Supervisor class by the latters responsibility for overseeing several crews, planning and coordination of multiple projects and having supervisory responsibilities over the crews.
- Leads and assists in preparing streets for patching and resurfacing, and in applying oil, asphalt, concrete, gravel, and other materials, including the hand-sweeping of street surfaces, loading and unloading of materials, and the raking and shoveling of asphalt.
- Leads and assists in a variety of maintenance and construction projects, such as retaining walls, guard rails, curbs, gutters, and catch basins, including removing obstructions, such as tree roots, breaking up and removing concrete, constructing forms, and mixing, pouring, and finishing concrete.
- Leads and assists in the maintaining and repairing of the Citys water distribution mains, service lines, fire hydrants, and other water related appurtenance and storm gravity lines, including televising lines, unplugging lines, and cleaning catch basins.
- Leads and assists in the maintaining and repairing of the Citys wastewater collection system gravity lines, force mains, manholes, including televising lines, cleaning, and unplugging lines. Operate high velocity hydro-cleaning and vacuum equipment
- Leads and assists in the maintaining and repairing of the Citys storm drains, including televising lines, unplugging lines, and cleaning catch basins.
- Performs the more skilled tasks.
- Cleans, maintains, repairs, and installs sewer lines.
- Operate flushing and rodding equipment.
- Paints and stripes streets, including painting curb and pavement messages; marking streets for line painting; and cleaning and maintaining equipment, such as stencils, hoses, and spray guns.
- Fabricates and installs signs.
- Sets up traffic cones and directs traffic as required.
- Performs general cleaning and maintenance of the Corporation Yard.
- Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
- Operates larger equipment such as front-end loaders and rollers.
- Operate water valve exercising equipment and assists in documentation and GIS mapping for both water and wastewater assets.
- Makes recommendations or suggestions for needed improvements and maintain work records.
- Conducts training for newly assigned personnel and provides ongoing guidance and direction.
- Assists in training and evaluating the work performance of assigned crews.
- Ensures proper care and safe use of tools, supplies, and equipment.
- Holds tailgate safety meetings, as appropriate.
- Works independently in such areas as street cleaning and debris collection.
- Ensure safety principles, practices, regulations, and procedures, including occupational hazards related to the work performed in the field, including OSHA regulations are adhered to.
- Ensure and participate in daily documentation of all crew activities in the division's Computer Maintenance Management System.
- Performs related duties and responsibilities as assigned.
DESIRABLE QUALIFICATIONS:
Knowledge of:
- Methods, tools, and materials used in the construction and maintenance of streets, sewers, water, storm drain, and related public works facilities.
- Operation of a variety of power-driven equipment used in public works maintenance and repair activities.
- Basic principles and practices of employee supervision and training.
- Traffic control procedures and practices utilizing barricades and traffic cones.
- Operation of light and heavy power-driven equipment such as a backhoe and related excavation equipment operation.
- Basic construction skills and techniques.
- Safety principles, practices, regulations, and procedures, including occupational hazards related to the work, including OSHA regulations.
- Techniques for dealing with the public, City staff, and representatives of contractors in an effective manner.

EXPERIENCE AND EDUCATION:
Experience:
- Any combination of training, education, and experience equivalent to at least four (4) years of full-time work in public works utility construction and maintenance including water distribution systems, raw water transmission lines, wastewater collection systems, storm drain systems, and street construction.
- At least one (1) year of this experience must have been at the journey level or an equivalent of responsibility.
Education and Certifications:
- Possession of high school diploma or equivalent.
- Possession of a Grade I certification for Collection System Maintenance Technologist is required at the time of hire.
- Possession of a D-3 water distribution certificate as issued by the California SWRCB is required at the time of hire.
- Possession of a Grade II CWEA certification for Collection System Maintenance Technologist is desirable.
- All licenses and certificates must be maintained as a condition of employment.
LICENSE AND/OR SPECIAL REQUIREMENTS:
- Pursuant to the United States Department of Transportation (DOT) regulations implementing the Federal Omnibus Transportation Employee Testing Act of 1991 and the regulations of the Federal Highway Administration, employees in this classification may be subject to alcohol and drug testing if they are assigned to perform "safety-sensitive" duties as defined by law. Adhering to the City's Drug and Alcohol Policy is a condition of employment.
- Possession of a valid Class C California Driver's License issued by the State Department of Motor Vehicles.
- Must obtain a valid Class B California Driver's License, including air brake and tank endorsements, within 12 months of hire and maintain it as a condition of continued employment.
- Confined Space Certification must be completed within 12 months of hire.
