JOB SUMMARY: The person employed in this capacity will perform his/her duties under the supervision of the Director, Construction Supervisor or Street Maintenance Supervisor. This person is required to perform heavy and light manual work using a variety of routine and common hand tools and hand equipment. This person will also be required to operate light or heavy automotive equipment, tractors and other machinery and hand tools safely and efficiently. This job requires previous experience with heavy equipment in order to operate skillfully and safely. Work is evaluated based on the care exercised in the safe operation of equipment and tools, the efficiency of completing assigned tasks, and the effectiveness of the employee's work ethics.
ESSENTIAL JOB FUNCTIONS:
- Understand and follow oral and written instructions.
- Must have a working knowledge of current traffic laws, ordinances, and rules involved in equipment operation.
- Follow safe work practices and observe safety rules and precautions.
- Assist the public and warn them of hazards.
- Set safety cones and/or temporary signs around work site, and direct vehicular traffic around and through work sites.
- Inspect and/or repair streets, sidewalks, curbs, gutters and drainage at frequent intervals to ensure that all aspects of the systems are functioning properly.
- Clean storm drainages and street inlets and outlets.
- Perform physical labor tasks, in addition to equipment operation.
- Use a variety of hand tools including picks, shovels, post-hole diggers, pneumatic and hydraulic hand tools, chain saws, weed eaters, and push mowers. Load, unload and transport dirt, debris, and construction materials, and use shovels, brooms and wheelbarrow.
- Inspect and check vehicle before use in order to ensure safe operating conditions, and maintain equipment in proper operating condition by performing simple preventive maintenance tasks.
- Clean and maintain vehicles, equipment and tools used on the job and dispose of litter, broken glass, debris and brush.
- Operate department vehicles to haul trash and to transport persons to the workstation.
- Operate light or heavy vehicles within the limits of the CDL and endorsements.
- Operate light tractors with pull behind mowers or bush hogs.
- Operate larger tractors with pull behind or side-mounted mowers or bush hogs and boom mowers.
- Operate power driven machinery such as jackhammers, tamper or similar equipment.
- Operate compactor or asphalt roller, and asphalt paver, track hoes, backhoes, front-end loaders, skid-steer loaders, bulldozers, motor graders, and other heavy equipment skillfully and safely.
- Perform skilled concrete finishing techniques, primarily on flat surface cement projects including sidewalk, curbs, gutters, and streets.
- Must be able to load and unload materials and equipment onto and from vehicles.
- May perform clerical functions such as answering phones, filing and performing routine messenger services.
- Demonstrate continuous efforts to improve operations, streamline processes and works cooperatively and jointly to provide quality customer service.
- Must be able to read a tape measure and used a survey transit.
- Perform related work as assigned or required by supervision.
REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSE:
- High school diploma or GED equivalency.
- Five years experience in manual labor or construction trades preferred.
- Valid Commercial Driver's License with proper endorsements.
QUALIFICATIONS
- Must have the ability to exercise safety precautions and conform to safety rules.
- Must have the ability to communicate orally with co-workers using a two-way radio or face-to-face.
- Must have working knowledge of the hazards and safety precautions common to light equipment operations.
- Must have working knowledge of equipment operating principles.
- Must have working knowledge of hydraulically operated equipment and applicable hazards and safety rules and precautions.
- Must have working knowledge of the methods, materials and tools used in street maintenance and construction work.
- Must have working knowledge of current traffic laws, ordinances, and rules involved in equipment operation.
- Must have knowledge of (ADA) American Disability Act for sidewalks and curb ramps.
- Must have working knowledge of established maintenance routes of the City of Jackson.
- Must have the ability to work cooperatively with other city employees and with the public.
- Must be a team player.
PHYSICAL DEMANDS:
- Must be able to work outside in a variety of weather conditions.
- Must be able to lift, climb, stoop, crawl, kneel, reach with arms and legs and have good use of wrists, hands and fingers.
- The employee must frequently lift and /or move up to 50 pounds and occasionally lift and /or move up to 100 pounds.
- Must have good close, distance and depth perception vision.
- Must wear ear protection and be able to function under high-level noise.
WORK ENVIRONMENT:
- Must be willing to perform job duties in an all-weather environment.
- Must be willing to perform job duties around heavy machinery, heavy trucks, and around moving traffic.
- Must be willing to perform job duties in a noise environment from low to high.
