Job Responsibilities

At Richland Maintenance, under general supervision of Resident Maintenance Engineer, supervises the maintenance of roads, bridges, and right-of-way in Richland County and the Upper portion of Lexington County with respect to District and County Business Plan, HMMS work requests and other specials projects. Promote a positive image of the Department by establishing and maintaining working relationships with internal and external customers Performs various administrative duties to include composing letters and reports; completes and reviews EPMS forms; recommends new hires, reviews and signs time sheets, etc. Also, assists Resident Maintenance in investigating complaints and letters concerning drainage, pavement repairs, etc. Meets with public and local officials concerning highway related matters. Makes recommendations to Resident Maintenance Engineer regarding appropriate disciplinary actions and prepares information for documents. Conducts interviews for new hires and/or promotions and prepares recommendations for RME. Manage personnel for On-The-Job Training (OJT) and maintains records. Observes performance of work in accordance with schedules and prepare reports necessary to provide experience factors for evaluations. Prepares EPMSs and conduct reviews as appropriate. Manages personnel to ensure compliance with the Departments Affirmative Action Policy, Equal Employment Opportunity (EEO) and Grievance Procedure Policy. Performs such duties as preparing annual snow and ice plan, capital improvement and various monthly reports. Performs various administrative duties to include correspondence and other reporting. Manages assigned crew(s) in emergency and inclement weather operations which may include being available for extended working hours or 12-hour shifts.

Minimum and Additional Requirements

A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.

Additional Comments

May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
