Commander, Naval Air Force, U.S. Atlantic Fleet (CNAL) requires contractor support to provide continuing facilities program management services for multiple CNAL buildings.
Primary Duties and Responsibilities:
- Provide preliminary analysis of heating, air conditioning and refrigeration units by having a basic understanding of system operation, malfunctions and causes thereof.
- Strong background in reading and interpreting instruction manuals and safety procedures associated with heating, air conditioning and refrigeration units.
- Ability to read blueprints, schematics and work plans.
- Have a broad understanding of local building codes for Federal facilities.
- Possess knowledge of building codes in relation to HVAC systems.
- Ability to perform basic preventative and general maintenance on HVAC systems.
- Proficient understanding of the use of hand and power tools.
- Have the know-how to install and maintain electrical control systems and solid state equipment.
- Knowledge of electrical principles, and applicable diagnostic equipment.
- Working knowledge of staging and utilizing test equipment to evaluate and render assessments of various electric assemblies and systems under simulated operating loads and conditions.
- Demonstrate knowledge of and ability to ensure safe practices in daily operations and effective maintenance and repair services for physical premises.
- Monitor the safe operations and physical requirements of premises.
- Experience maintaining and repairing clerical/administrative equipment. Proficient in administrative/clerical skills and possess excellent written and oral communications skills in order to prepare reports.
- All contractor personnel shall be sufficiently competent in reading, writing, speaking, and understanding English to perform the work and be able to evaluate and report progress of ongoing work and exercise sound judgment in interpreting and applying policies, regulations and procedures.
- Demonstrate strong organizational and prioritization skills. Ability to manage multiple priorities and respond quickly to changing program needs.
- Knowledge in field plumbing, carpentry, painting and demonstrate the safe use of a variety of basic hand tools and portable power tools.
- Perform maintenance service and repairs in the areas of plumbing, carpentry, painting, plastering, machine servicing, electrical, or vehicle servicing.
- Perform painting assignments that consist of standard coating methods such as brushing, rolling and spraying, by the use of coating materials that are prepared according to specific directions and by the application of coating techniques that insure surfaces are fully coated, protected and free from drips and runs.
- Minor Plumbing: Perform plumbing repairs that can be accomplished by removing, cleaning, resealing, replacing defective parts or units of utility, supply and disposal systems such as dirty traps, sections of broken tile, damaged or broken pipes, leaky faucets and clogged drains.
- Repair, reassemble and install various equipment, machinery, plumbing, carpentry, etc., using manpower and powered tools.
- Inspect, operate and test machinery or equipment to determine malfunctions and decide on appropriate solutions to correct them.
- Implement routine checks and preventive maintenance to ensure proper working facilities.
- Record maintenance or repair work malfunctions; ensure compliance with organizational safety and maintenance policies.
- Follow security control and facility procedures and policies when performing maintenance.
- Keeps records of security measures and maintenance implemented for physical premises.
- Conduct regular maintenance and repair services utilizing proper equipment.
- Collaborate with NAVFAC and other personnel to identify, define, and solve problems, submit proper work requests to NAVFAC with description of issue to be repaired, monitor repairs. Initiate NAVFAC trouble calls to for defective equipment that needs services/replacements and coordinate with the responding NAVFAC personnel to determine and fix existing problems.
- Ensure all operational and administrative procedures and guidelines are followed and enforced.
- Monitor the progress of all maintenance programs and contracts.
- Maintain accurate and updated master key file for all applicable buildings and an up-to- date file of all lock combinations and keys for all access both inside and outside the buildings.
- Maintain and inspect emergency generator fuel tanks.
- Maintain documentation on the progress of all trouble calls from the beginning to the end.
- Establish a self-help program that includes jobs the tenants can perform and a record of completion.
- Monitor and control the self-help projects that are ongoing.
- Monitor job performance and conformity of all assigned PWC or facilities contract services being performed.
- Prevent inefficient and wasteful methods in the performance of management over-site services.
- Must possess U.S. Citizenship.
- ** Must have an active Secret Clearance **
- High School Diploma or GED equivalent.
- Minimum of 2 years of facilities management experience.
- Working knowledge of electrical, mechanical and HVAC systems.
- Knowledge in field plumbing, carpentry, painting and demonstrate the safe use of a variety of basic hand tools and portable power tools.
- Valid state drivers license.
- Excellent verbal and written communication skills.
- Willing to take responsibility for results while reliably showing good judgement, initiative, and resourcefulness.
- Work with a high degree of independence.
