Help

Duties require the use of trade practices associated with landscaping and painting as well as work involving motor vehicle operations.

Performs minor maintenance and repair to Building 3044, 3088 and 3036 such as move and assemble furniture, reconfigure office spaces, unclog drains, replace ceiling tiles, change light bulbs, and janitorial services. Contacts facilities maintenance, public works and telephone liaison office for trouble calls and major maintenance requirements for buildings when requested by building supervisor. May identify materials and equipment for disposal and follows proper procedures for turn-in.

Performs minor grounds maintenance to include ensuring entrances and exits are free from debris, sidewalks are clear of ice/snow, and surfaces are maintained according to safety requirements. Monitors outside areas to ensure proper installation provided grounds and maintenance support have been received. May conduct and document daily safety inspections of facility and grounds. Performs grass-cutting requirements using push mowers, edgers, chainsaws, blowers, weed-eaters, pruners, etc. Applies fertilizer and chemicals as directed. Spreads mulch and rakes leaves.

Uses standard methods to paint surfaces and applies various coating materials (for example, paints, varnishes, and shellacs) with brushes, rollers, spray guns, and other related methods and techniques, and see that the coating finish meets surface protection requirements.

Performs warehouse work to include issuing receiving and inventorying equipment, supplies and materials; loading and unloading of trucks; storing and pulling warehouse stock; packing and unpacking material. Operates electric powered forklift trucks.

Responsible for the oversight of Bldg. 3036 Warehouse to include inventory. Receives, sorts, routes, accounts for, files and distributes incoming mail to various distribution points by organizational designation supporting 350+ personnel. Ensures proper handling and routing that requires associating names, building numbers and organizational abbreviations or designations with established organizational elements and sub-elements. Opens and reads mail that is undesignated and properly routes by subject matter content. Records, controls and processes mail that requires special handling, i.e., registered, certified, insured, priority mail and completes required forms for return to the post office when necessary.

Monitors and ensures outgoing mail conforms to postal regulations and local procedures for appropriate class, size, wrapping and addresses. Contacts senders of mail that is not in compliance with postal regulations to initiate correction or independently corrects identified problems.

Assist with maintaining administrative records of registered, certified, special delivery mail, and inputs and monitors data on a variety of mailroom functions on a computer (such as maintaining a log of accountability for mail). Serves as backup point of contact for processing priority mailings such as FEDEX, UPS, registered, certified and next day mail services.

Serves as a special messenger and drives a government vehicle to collect and deliver mail, parcels and supplies, and make pickups or deliveries daily. Operates and may perform operator maintenance on one or more motor vehicles which typically have an approximate gross vehicle weight (GVW) of up to 12,000 pounds. Drives to complete specific trip assignments or regularly established schedules at highway speeds throughout rural or urban areas over public Federal, state, county roads and city streets in a full range of heavy traffic and weather conditions. Adheres to all state, local and installation traffic laws and ordinances.

Skill and Knowledge: Position requires the skills and knowledge to perform a variety of tasks involved in the upkeep of buildings, grounds, and related structures, fixtures, and utilities. Must be skilled in use and operation of common hand and power tools and measuring devices of the carpentry and painting trades to perform a variety of tasks. Performs visual examinations and operational tests to determine the need for, and the performance of, basic repair work.

Knowledge and skills to operate and maintain government assigned vehicles and to make judgments concerning loading and arranging cargo on these vehicles, routes to take, overhead and side clearances, turning radius, braking distance, deal effectively with people in a hospitable manner, and follow maps when traveling to unfamiliar locations. Knowledge is required of the required regular preventive maintenance in maintaining these vehicles and the ability to detect developing maintenance problems. Skills in defensive driving and adjusting driving conditions to road conditions and the vehicle being driven.

Knowledge of standard surface preparation and coating methods and techniques. Skill in the use of tools and equipment such as scrapers, wire brushes, putty knives, sandpaper, paintbrushes, rollers, and spray guns.

Skills and knowledge in the use of standard tools manual and power, lawnmowers, weed eaters, vacuum cleaners, power washers, etc. Skills in reading, writing and speaking English to the degree required to perform the tasks associated with this job in a safe and satisfactory manner. Knowledge of commonly used rules, procedures, and operations pertaining to the basic safety and security of the assigned area and the people, facility, and equipment within the area of responsibility.

Responsibility: Assignments are given orally or in writing. The incumbent receives general supervision and performs repetitive tasks with little supervision. A supervisor is available when questions arise or to clearly present new assignments. Work is spot checked in progress and upon completion to assure requirements are met and directions adhered to. Employee is responsible to notify the supervisor of obvious hazards, malfunctioning equipment, damaged materials, and other situations that may impact work operations. Must report to work early (up to one hour) or as directed by supervisor to remove snow and ice from sidewalks and steps for MR buildings.

Physical Effort: As a driver exerts physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. There is a requirement to lift and carry items up to 50 pounds frequently and items that are heavier with the assistance of other employees or lift equipment. Work assignments require walking on a variety of surfaces, climbing, kneeling, stooping, pulling, pushing, standing, twisting, and sitting. The incumbent must have the physical, mental, oral, visual, and audio ability at a level to assure the duties described are performed in a safe and satisfactory manner.

Working Conditions: Work is performed both indoors and outdoors. The outdoor work is performed in all kinds of weather and exposes the employee to wind, rain, dust, mud, hot, and cold conditions. Work inside is normally well lit, heated, and air conditioned.

Not eligible for telework. Duties of the position must be performed at the work site.
