General Description:

The Military Property Custodian serves as the lead logistical and accountability officer for JROTC property, managing the acquisition, distribution, receipt, and inventory of government-issued supplies and equipment across multiple units. Reporting to the Director of Army Instruction, this role establishes and oversees a consolidated district-wide supply system, enforces serial-number inventories, and ensures compliance with military accountability standards. The custodian also supports JROTC events and training programs by providing essential logistical services, while maintaining accurate supply records and safeguarding sensitive assets

Essential Duties and Responsibilities:

  • Maintain accountability for all U.S. Army property designated for JROTC units within Richmond Public Schools.
  • Requisition, receive, store, issue, inventory, and account for all applicable property.
  • Establish and manage a consolidated supply operation serving all relevant schools.
  • Set up a sub-hand receipt account at each applicable school.
  • Conduct monthly serial number inventories of all sensitive items, performed by impartial personnel.
  • Perform quarterly inventories of clothing and make necessary account adjustments.
  • Participate in annual joint inventories of sub-hand receipt accounts.
  • Keep up-to-date listings of all serial-numbered items at the applicable schools.
  • Secure and maintain sufficient space for receiving, storing, and issuing clothing, supplies, and equipment.
  • Provide necessary furniture, computers with software, bins, containers, office supplies, hardware, etc., to support the mission.
  • Maintain contact with schools to confirm appropriate authorizations based on cadet enrollment.
  • Attend and participate in relevant meetings, professional activities, and all Richmond Director of Army Instruction-sponsored events.
  • Adhere to all school division and Army standards.
  • Prepare and maintain required administrative and support reference materials.
  • Coordinate with military instructors assigned to Richmond Public Schools as needed.
  • Perform any other related duties as assigned.

Qualifications:

  • High school diploma required; associate degree preferred.
  • Retired commissioned, warrant, or non-commissioned officer of the U.S. Army with a minimum of 15 years of active military service.
  • Proficient in systematically planning, executing, and evaluating both individual and group instruction, including organizing and managing classroom, laboratory, and outdoor learning environments.
  • Excellent skills in communication, organization, customer service, and public relations.
  • Capable of working independently to ensure the successful completion of assigned duties and responsibilities.
  • Able to establish and maintain professional, cooperative, and collaborative relationships with administrators, supervisors, colleagues, and parents.
  • Knowledgeable in property accountability and experienced in setting up and operating a consolidated supply system efficiently.
