PURPOSE:
Performs skilled work in the construction and maintenance of street facilities and storm drains; serves as a crew leader when assigned; responsible for crew safety and productivity; coordinates and directs work on individual projects; operates heavy equipment such as backhoes, large dump trucks, loaders, pavers, rollers, graders, and dozers; performs the more skilled maintenance and construction tasks; and performs other work as assigned.
Candidates must meet all experience and essential job function requirements to be considered eligible for hire at this level of the Utility Worker series.
The city reserves the right to consider applicants for lesser level classification of Utility Worker I or II if the required experience in skilled maintenance, construction and leadership tasks are not demonstrated in the application submitted.
Any candidates considered for a position as a Utility Worker I/II may be eligible for advancement within 6 months of employment with successful performance of the main job activities and ability to obtain an Oregon Class A license with tanker and air brake endorsements.
ESSENTIAL JOB FUNCTIONS:
The duties listed below are only intended as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related and/or a logical assignment to the classification.
Lead the work of small crews of Utility Workers in performing various project duties; ensure that crew members have appropriate equipment to perform the work; monitor and assume responsibility for crew safety at the worksite; plan and determine project priorities for a particular work shift; operate the more difficult equipment such as backhoes, large dump trucks, loaders, pavers, rollers, graders, and dozers; make decisions in order to resolve worksite problems or to notify a supervisor if needed.
Operate a variety of power tools such as jackhammers, compressors, cutoff saws, pavement saws, etc.; may use a variety of computerized devices and computers; may use and operate flagging equipment to control traffic in vicinity of work crews; may perform grounds maintenance, weed/pest abatement, and facilities cleaning duties, some of which require heavy manual labor.
Use and properly care for a variety of specialized hand tools, vehicles, and equipment; deliver parts, materials, tools, and equipment; perform basic repairs as needed.
Provide technical assistance and training to subordinates as needed; assist in the implementation of department/division goals and objectives; participate in safety training programs and other related functions.
Gather and compile data for various programs, projects, and reports; prepare reports related to assigned functions; maintain logs, records, and files in accordance with state and federal laws and regulations and City policies and procedures; provide accurate and legible data input for timesheets, workload planning, and other related documents.
Coordinate and perform work involved with the construction, cleaning, maintenance, and repair of City streets, sidewalks, storm drains, and rights-of-way, including sweeping, resurfacing, pavement patching, crack sealing, concrete forming/finishing, and removing vegetation.
Install, repair, and replace various street and regulatory signs, posts, and barricades.
Repair and patch curbs, gutters, storm drains, bridge decks, headwalls, sidewalks, and perform related concrete work; crack seal, patch, oil, and seal road surfaces.
Operate hand and power tools such as pumps, compactors, saws, etc.; operate various public works equipment, which may include a dump truck, street sweeper, loader, sandblaster, jack hammer, chain saw, crack sealer, lance torch, etc.
Perform general cleanup and minor maintenance to public works facilities; may provide general clean up for vehicle crashes and may be asked to remove dead animals on city streets/rights-of-way.
AUXILIARY JOB FUNCTIONS:
Maintain proficiency by attending training conferences and meetings, reading materials, and meeting with others in areas of responsibility.
Perform other work as assigned.
MINIMUM QUALIFICATIONS:
EDUCATION, TRAINING, AND EXPERIENCE
Education: Possession of a high school diploma or GED.
Experience: A minimum of three (3) years of utility maintenance and/or repair experience, including at least one (1) year working at a level comparable to Utility Worker II is required.
Substitution: Any satisfactory equivalent combination of education, training and experience that demonstrates the knowledge, skills and abilities to perform the duties of the job proficiently may substitute for the above requirements.
Desirable Qualifications: Completion of basic first aid and CPR training is desirable.
SPECIAL REQUIREMENTS
Certificates: Must obtain basic first aid, CPR, Competent Person, and Flagging certifications within six (6) months of appointment.
License: Possession of, or the ability to obtain and retain, an Oregon Class A commercial driver's license by the time of appointment is required. Depending upon the area of assignment, various special endorsements may be required.
