Maintenance Worker IVVenango Airport Regional AirportFull-Time, 80 hours/payDEPARTMENT: Venango Airport Regional AirportPAY GRADE: SEIU HOURLY TWELVE$13.51 /hrOVERALL OBJECTIVE OF JOBPerforms general maintenance and security of Airport facilities, grounds, and equipment, including quality control of the fuel system and ARFF apparatus. Provides fire protection, public safety and service to tenant and transient aircraft, passengers and crews as well as airport lessees and their customers. Provides direction to other Maintenance staff regarding projects and assignments.ESSENTIAL FUNCTIONS OF JOB1. Assists Airport Director with work assignments or special projects as requested.2. Must be able to gain the job pre-requisite certification in Aircraft Rescue and Fire Fighting (ARFF) at the FAR 139 ARFF 40- hour course at approved FAA facility and perform annual 8-Hour live burn re-certification exercises at approved FAA facility as designated by Airport Manager. Performs aircraft crash rescue duties in the event of an emergency and/or drills in compliance with FAR 139.3. Provides for public safety through fully qualified maintenance and operation of ARFF Apparatus in compliance with Manufacturers Specifications, FAR 139 and the Airport Certification Manual.4. Assists Manager as directed in coordination of work assignments and projects.5. Inspects, repairs and maintains all airfield, lighting, signage, storm water containment and out-flows, pavement, terminal building, fuel farm, hangars, equipment, and systems in compliance with the Airport Certification Manual (ACM), FAR 139, ATA 103, SPCC plan, and Tenant Airline Operational Manuals.6. Performs and documents airfield, building, and perimeter inspections per the Airport Certification Manual (ACM), Airport Wildlife Plan, Airport Storm Water Plan, FAR 139, ATA 103.7. Documents wildlife sightings and executes removal of wildlife as necessary in compliance with the Airport Wildlife Plan.8. Services aircraft with fuel, catering, and other ground services commensurate with an FBO, collects payment and maintains accurate accounting for all accounts, monies, credit card charges and product inventories.9. Repairs lighting, repairs pavement defects, and maintains storm water conduit and collection areas as needed and as directed by Airport Manager.10. Maintains mowing and weed/ brush cutting equipment to manufacturers' specifications and operates the equipment safely in maintaining airfield and airport grounds in a neat and beautifying manner.11. Inspects, maintains and operates snow removal equipment and applies proper ice melting chemicals to pavement areas per ACM and Tennant criteria.12. Maintains and applies inventory of sand and ice melting chemicals compliant with ACM specifications. Performs braking action tests, issues Notices to Airmen (NOTAMS) and reports results to Airline and FAA as required.13. Removes snow manually and mechanically from runways, taxiways, hangar aprons, terminal ramps, parking lots, and airport roadways using powered equipment and manually from public entrances and walkways.14. Paints facilities as needed.15. Provides preventive maintenance to equipment per manufacturers' specifications and repairs as needed.16. Maintains Airport Hangars and Terminal Building as well as off airport rental properties.COUNTY OF VENANGOBID NOTICENON-EXEMPT HOURLY17. Performs Terminal, grounds, and hangar trash removal and full custodial duties daily, as required.OTHER DUTIES OF THE JOB1. Assists with setting up and cleaning for special events.2. Performs other job related duties as required.SUPERVISION RECEIVEDReceives occasional instruction and some supervision from the Airport Director regarding daily and long-range assignments and duties.SUPERVISION GIVENDirects the work of maintenance staff as assigned by supervisor. Oversees and directs work of Community Service workers as needed.WORKING CONDITI NS1. Works outdoors and is subject to all weather conditions, some of which may be adverse, depending upon the necessity of the job.2. Performs some indoor work in workspace with adequate ventilation, lighting, and temperature.3. Works with Jet fuel and Aviation Gasoline, oils, lubricants, transmission, and hydraulic and deicing fluids.4. Job requires ability to climb ladders up to 10 feet routinely and 40 feet frequently and works atop roofs of various heights.5. Works weekends and different shifts as required.PHYSICAL AND MENTAL CONDITIONS1. Must possess ability to record, convey and present information, explain procedures and follow instructions.2. Must be able to stand and walk intermittently for long periods throughout the workday, with occasional sitting, bending, twisting, stooping, climbing, carrying, pushing, pulling, reaching and grasping or driving as necessary to carry out duties of job.3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job.4. Medium work, with frequent lifting/carrying of objects weighting from 25 to 50 pounds; occasionally lifts 100-pound oxygen tanks.5. Must demonstrate emotional stability.6. Must be able to move frequently throughout the work day.7. Must have average strength and physical endurance and the ability to lift up to 100 pounds as necessary.QUALIFICATIONSA. EDUCATION/TRAININGHigh school diploma required. Trade school training in electrical, plumbing, carpentry, and/or painting is helpful.B. WORK EXPERIENCEFour to five years' experience in maintenance of facilities and/or equipment, or custodial environment required. Firefighting experience preferred. Must have experience managing and maintaining the PennDOT grant management system.C. CLEARANCEMust not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs."Must successfully complete pre-employment drug screening.COUNTY OF VENANGOKNOWLEDGE, SKILLS AND ABILITIES REQUIRED1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.2. Must possess a working knowledge of the Microsoft Office Suite and have the ability run and understand general computer applications.3. Must possess a valid Pennsylvania Driver's License and a willingness to travel as needed.5. Must possess knowledge of the methods, tools and practices used in general maintenance and construction.6. Must possess knowledge of the occupational hazards and safety precautions and the ability to exercise skill in the care and use of various tools and equipment.8. Must possess knowledge of contents and be able to maintain the requirements contained in the Airport Certification Manual.9.
