Purpose of Position

(This recruitment series is to fill one open position within the Transportation Division. To be considered qualified, an applicant must meet the minimum requirements for one of the posted three levels of the Transportation Operations Utility Worker positions.)

PURPOSE OF POSITION:

Performs a variety of unskilled, semi-skilled and skilled tasks in the Public Works Transportation Operations Division and related work in the Public Works Department and related work in the Public Works Department as required. Occasionally provides informal equipment and procedural training to other employees, occasionally directs small task groups.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS:

Performs tasks to maintain the streets, alleys, and rights-of-way within Redmond, including but not limited to:

Snow and Ice Control: Work includes all tasks requisite to the various phases of winter operations. Operates a variety of heavy and light equipment and/or tools needed to keep roadways, highways, and bridges open for the traveling public with appropriate training.

Street Signs: Operates drill motor, post hole digger, shovel, jackhammer, level, and tamping bar to install signs on posts and install posts in ground. Learns to use, with training from qualified staff, reference manuals to determine correct placement of sign installations. Performs light carpentry in construction of forms, frames, brackets, bracing.

Work Zone Traffic Control: Installs work zone signs and performs flagging duties. Controls traffic and cleans up the roadway in emergency situations involving accidents and spills, which may include hazardous materials.

Asphalt Repair: Operates various types of equipment and performs various tasks involved in the repair and maintenance of roadways, roadway shoulders and bicycle paths.

Aggregate Road and Alley Maintenance: Adds material to and grades roads and alleys using wheel loaders, dump truck, water truck, motor grader and roller.

Street Cleaning/Sweeping: Operates the Citys mechanical and air-regenerative street sweeper throughout all seasons as weather permits (approximately 9 months per year), in order to facilitate the function of the Citys storm drain system through consistent gutter maintenance. Assists in improving aesthetic appeal of the city by cleaning City rights-of-way.

Street Painting: Paints crosswalks, parking stripes, school crossings, railroad crossings and curb markings and measures and places stencils using measuring tape, stencils, and airless sprayer. With assistance from qualified personnel, learns to use reference manuals to determine correct/lawful placement of markings.

Right-of-way Maintenance: Learns procedures and operation of equipment used in grading shoulders, mowing, and spraying of vegetation, i.e., using motor grader, flail mower and sprayer.

Concrete Repair: Repairs storm drains, ADA ramps, curbs, gutters, and sidewalks. Schedules concrete mixer truck, concrete walk-behind saw, and utilizes concrete finishing tools.

Crack Sealing: Seals cracks in asphalt using air compressor to blow out cracks and crack sealing trailer to fill cracks.

Works under the policies and procedures of the City and performs duties in a safe manner in accordance with the established safety policies.

Performs other duties as assigned within the Transportation Operations Division and /or the Public Works Department.

Understand and carry out written and oral instruction; work independently, or as part of a work crew in performance of regular assignments; establish and maintain effective working relationships with other employees, supervisors, and the public.

Operates a motor vehicle regularly to attend to City street and maintenance needs.

Maintains accurate records of daily work assignments.

Performs other duties as assigned within the Transportation Operations Division and/or the Public Works Department.

Qualifications

JOB QUALIFICATIONS REQUIREMENTS :

Mandatory Requirements :

High school diploma, or GED equivalent, and a minimum three (3) years of experience and training in street maintenance, repair and construction which has provided specific knowledge in the area assigned; or any equivalent combination of experience and training which demonstrates the ability to perform the above-described duties.

Ability to operate automobiles, pickup and utility trucks, equipment, machines, and tools safely and in conformance with applicable laws, regulations, and work rules; understand and carry out written and oral instructions; work independently, or as part of a work crew in performance of regular assignments; establish and maintain effective working relationships with other employees, supervisors, and the public.

Special Requirements/Licenses:

This position will require the use of a City vehicle. Possession of, or must obtain, a valid Oregon drivers license within thirty (30) days from date of hire.

Must have and maintain a safe driving record.

Possession of, or must obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment.

Possession of, or ability to obtain, a Public Herbicide/Pesticide Applicators License, ODOT Flagger certificate, and First Aid/CPR certification within six (6) months from date of employment.

Possession of, or ability to obtain, any certifications or licenses required by City, State, or Federal agencies to work in the position assigned.

Possession of, or must obtain within twelve (12) months from date of hire, a valid Oregon Roads Scholar Level I certification.

Desirable Requirements:

For desirable requirements to be considered, one must have met the minimum requirements noted above:

  • Traffic Control Trainee Certification
  • Five (3) plus years verifiable work experience with a government entity,
  • Five (3) plus years verifiable work experience with asphalt/cement repair and replacement.
  • Competent at operating Class A commercial Vehicles, loaders, skid-steers, and backhoes.

PERSONAL PROTECTIVE EQUIPTMENT:

PPE requirements as outlined in the position specific PPE Hazard Assessment Certification.

Work Environment

SUPERVISION RECEIVED:

The employee works under the supervision of the Transportation Division Manager, and the Transportation Operations Supervisor. May be assigned to a Transportation Operations Utility Worker III or Lead Worker who gives instructions or specific objectives, and reviews work on specific projects for accuracy and adherence to standards.

SUPERVISORY RESPONSIBILITIES:

This position is not a supervisory position. Employee may guide other employees in operational procedures.

TOOLS AND EQUIPMENT USED:

Telephone, mobile radio; City vehicles; operates a variety of heavy and light equipment and/or tools needed to keep roadways, highways, and bridges open for the traveling public.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee is required to stand, walk, and use hands to handle, feel or operate objects, tools, or controls. The employee is occasionally required to sit, climb, or balance, stoop, kneel, crouch or crawl; and talk or hear.

The employee must occasionally lift and/or move up to fifty (50) pounds and rarely team lift and/or move more than one hundred (100) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee occasionally works in high, precarious places and is frequently exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals and vibration. The employee is occasionally exposed to risk of electric shock.

The noise level in the field environment is usually moderate, except during certain maintenance duties when noise levels may be loud.

Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level. Employees in this position will participate in the City of Redmond Hearing Conservation Program.

Employee may be required to work evening, weekend, or holidays.
