(This recruitment series is to fill one open position within the Transportation Division. To be considered qualified, an applicant must meet the minimum requirements for one of the posted three levels of the Transportation Operations Utility Worker positions.)
PURPOSE OF POSITION:
Performs the duties of a skilled journeyman level utility worker in the Public Works Transportation Operations Division to repair and maintain the Citys streets, alleys, and rights-of-way within the City. May function as a leader of small task group activities; regularly provides informal equipment and procedural training to other employees. May occasionally be assigned lead duties.

Essential Job FunctionsESSENTIAL JOB FUNCTIONS:
Control ice and snow by plowing snow on city streets and apply traction material to ice or snow.
Effectively operates large variety of heavy & light maintenance equipment.
Maintain regulatory and/or informational traffic signage; repair and/or replace signs and posts in conformance with reference manual on uniform traffic control device requirements. Paint pavement and curb markings and maintain painting equipment.
Operates a motor vehicle regularly to attend meetings, trainings, equipment maintenance, and other situations when necessary.
Provide work zone traffic control; install informational signage, barricades, and devices for traffic channelization. Uses reference manuals with minimal instruction to determine correct placement of signs and other traffic control equipment.
Maintain asphalt pavements including pavement preparation and asphalt pavement crack sealing with a variety of small and heavy equipment.
Maintain aggregate streets and alleys with a variety of small and heavy equipment.
Maintain street or road shoulders including mowing, grading, compacting, and sweeping with a variety of small and heavy equipment. Operates computerized spray truck and maintains Public Pesticide/Herbicide Applicators License.
Clean city streets with a variety of street sweeping equipment. Repairs storm drains, ADA ramps, curbs, gutters, and sidewalks. Schedules concrete mixer truck, concrete walk-behind saw, and utilizes concrete finishing tools.
Keeps accurate records of small task group accomplishments and daily work assignments.
Performs related work in the Public Works Department as required.
Auxiliary Functions:
Attend meetings as required. Serve on various committees as assigned.
QualificationsJOB QUALIFICATION REQUIREMENTS:
Mandatory Requirements:
High school diploma, or GED equivalent, (5) years of experience in street maintenance, repair, and/or closely related construction which has provided specific knowledge in the area assigned; or any equivalent combination of experience and training which demonstrates the ability to perform the above-described duties.
Ability to operate automobiles, pickup and utility trucks, heavy equipment, machines, and tools safely and in conformance with applicable laws, regulations, and work rules; understand and carry out written and oral instructions; work independently, or as part of a work crew in performance of regular assignments; establish and maintain effective working relationships with other employees, supervisors, and the public.
Special Requirements/Licenses:
The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon drivers license.
Must have and maintain a safe driving record.
Possession of, or must obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment.
Possession of, or ability to obtain, a Public Herbicide/Pesticide Applicators License, ODOT Flagger certificate, and First Aid/CPR certification within six (6) months of employment,
Possession of, or ability to obtain, any certifications or licenses required by City, State, or Federal agencies to work in the position assigned.
Possession of, or must obtain within twelve (12) months from date of hire, a valid Oregon Roads Scholar Level I certification.
Desirable Requirements:
For desirable requirements to be considered, one must have met the minimum requirements noted above:
- Traffic Control Supervisor Certification
- Five (5) plus years verifiable streets maintenance experience with a government entity,
- Five (5) plus years verifiable work experience with asphalt/cement repair and replacement.
- Possesses and can effectively utilize Class A commercial vehicles, loaders, skid-steers, mini- excavators, backhoes, road graders, and digger derricks.
- Possession of a valid Oregon Roads Scholar Level II certification.
PERSONAL PROTECTIVE EQUIPTMENT:
PPE requirements as outlined in the position specific PPE Hazard Assessment Certification.
Work EnvironmentSUPERVISION RECEIVED:
The employee works under the supervision of the Transportation Division Manager and the Transportation Division Operations Supervisor. May be assigned to a Public Utilities Lead worker who gives instructions or specific objectives, and reviews work on specified projects for accuracy and adherence to standards.
SUPERVISORY RESPONSIBILITIES:
This position is not a supervisory position. May function as a leader of small task group activities; regularly provides informal equipment and procedural training to other employees. May occasionally be assigned lead duties.
PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee is required to stand, walk, and use hands to handle, feel or operate objects, tools, or controls. The employee is occasionally required to sit, climb, or balance, stoop, kneel, crouch or crawl; and talk or hear.
The employee must occasionally lift and/or move up to fifty (50) pounds and rarely team lift and/or move more than one hundred (100) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
TOOLS AND EQUIPMENT USED:
Telephone, mobile radio; City vehicles; operates a variety of heavy and light equipment and/or tools needed to keep roadways, highways, and bridges open for the traveling public.
WORK ENVIRONMENT:

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee occasionally works in high, precarious places and is frequently exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals and vibration. The employee is occasionally exposed to risk of electric shock.
The noise level in the field environment is usually moderate, except during certain maintenance duties when noise levels may be loud.
Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level. Employees in this position will participate in the City of Redmond Hearing Conservation Program.
Employee may be required to work evening, weekend, or holidays.
